Rich, the San Francisco Bay Area Metropolitan Transportation Commission is the overall planner for Bike To Work Day activities in the 9 county Bay Area, and I think they pay for these bags. A lot of the schwag is donated stuff; local donations are handled by the city and county cycling groups, usually in conjunction with the local transportation management organization and city governments.

The Bicycle Transportation Alliance of Portland OR hands out a similar sticker for that last 4 years or so: "I biked to Work Today"

Wow, those are great bags and awesome schwag for all the bike commuters that day! My commute doesn't take me near any of the "official" Bike to Work Day events, so I couldn't see what was being offered down here in either San Diego (home) or Orange (work) Counties. Who is the sponsor or organization that paid for the bags?

I like that sticker design. In the Bay Area they've handed out little bike-shaped pins in the past along with handy little mussette bags like these.
